Managing Director
Er. Joseph Goh
Er. Joseph Goh is a registered Professional Engineer (Mechanical) in Singapore and an ACMV specialist with more than S$200 million in project experience across data centres, cleanrooms, laboratories, high-tech manufacturing facilities, automated warehouses/ASRS, residential, retail, and commercial developments.
He is actively involved in shaping Singapore’s engineering standards, serving as Convenor for SS 553:2026, TR 141:2025, and TR 102:2022, and as a Working Group Member for SS 554:2026 and SS 530:2024. Joseph also holds several key leadership roles in the industry, including Vice President of IES Council, Chairman of IES’ Engineering Excellence Group, Member of HDB’s M&E Engineering Advisory Panel, and Member of the BCA Energy Auditor Registration Committee.
His qualifications include Professional Engineer (Mechanical), ASEAN Engineer, Senior Chartered Engineer Singapore, Certified Data Center Professional, NTU Mechanical Engineering (Honours, Gold Medal Award), and an MBA from NUS. He is passionate about advancing engineering excellence, sustainability, and technical innovation in Singapore’s built environment sector.

Mr. Tan Peck Chuan
Mr. Tan Peck Chuan is the Director of DLM Pte Ltd, bringing extensive experience in the Mechanical & Electrical (M&E) engineering industry, with a strong focus on ACMV and electrical systems across commercial, industrial, and institutional developments.
He plays a key role in overseeing project delivery, business operations, and strategic growth, ensuring high standards in quality, safety, and performance across all projects. With deep industry knowledge and practical expertise, he has successfully led teams in delivering complex M&E solutions for a wide range of developments, including mission-critical and infrastructure projects.
As Director, Mr. Tan is committed to strengthening the company’s technical capabilities, driving operational excellence, and supporting long-term sustainable growth in Singapore’s built environment sector.

Mr. Gavin Ho
Mr. Gavin Ho is an experienced Project Director with over 25 years in the construction and electrical engineering industry, specializing in data centres, commercial developments, industrial facilities, and infrastructure projects.
He began his career as an installer and testing engineer for Uninterruptible Power Supply (UPS) systems and has since progressed to leading multidisciplinary teams in delivering complex, mission-critical projects. His expertise spans the full project lifecycle, including tendering, design conceptualization, execution, testing and commissioning, and final handover.
Mr. Gavin Ho has a strong track record in managing high-value projects involving high-tension systems, transformers, switchgear, and power distribution networks. With deep technical knowledge and leadership experience, he continues to drive successful project outcomes across sectors such as data centers, aviation, commercial developments, and public infrastructure.

Director (Finance & Corporate Affairs)
Mr. Agung Njomin
Mr. Agung Njomin is a Chartered Accountant (CA Singapore, CPA Australia) and an Accredited Tax Practitioner (Income Tax). He holds a degree in Accounting and Banking & Finance from Victoria University and began his career in Singapore with a local audit firm before joining PKF-CAP LLP, where he managed statutory audits across industries such as construction, trading, shipping, agriculture, and services. His regional audit work further strengthened his expertise in compliance and risk management.
He later joined DLE M&E Pte Ltd as Finance Manager, where he oversaw compliance, internal controls, cash flow, and investment portfolios, while liaising with auditors, tax agents, and regulators. Driven by an entrepreneurial spirit, he founded his own consultancy, where he managed complex cases including dispute resolution, group consolidations involving 30 subsidiaries, and internal audit reviews.
Mr. Agung now serves as Director of Finance and Corporate Affairs of DLM Pte Ltd, leveraging his extensive audit and corporate finance background to reinforce organizational resilience, ensure regulatory compliance, and support business expansion.

General Manager (ACMV)
Mr. Lawrence Low
Mr. Lawrence Low Kee Siong is the General Manager at DLM Pte Ltd, bringing over 26 years of experience in managing large-scale Mechanical & Electrical (M&E) projects across Singapore. He has a strong track record in delivering multi-million-dollar developments, leading teams of over 150 personnel, and ensuring projects are completed on time, within budget, and to high quality standards.
Lawrence has been involved in major projects spanning data centres, healthcare facilities, laboratories, and industrial developments, including large-scale projects for DSTA, SGH, GSK, and Applied Materials. His expertise covers project leadership, workforce coordination, cost control, and technical delivery of complex M&E systems.
As General Manager, he drives operational excellence, strengthens project delivery capabilities, and leads teams in executing high-performance engineering solutions. With deep industry experience and strong leadership, Lawrence plays a key role in supporting DLM Pte Ltd’s continued growth and success in Singapore’s built environment sector.

Mr. Xavier Lim
Mr Xavier Lim is the Head of Engineering at DLM Pte Ltd, with extensive experience in Mechanical & Electrical (M&E) engineering, specialising in ACMV systems, building technology, and engineering design coordination. He plays a key role in overseeing technical design, ensuring compliance with local standards, and supporting project teams in delivering efficient and high-quality engineering solutions.
With a strong focus on process improvement and automation, Xavier has led initiatives to implement automated workflows, enhancing productivity and operational efficiency. He is also actively involved in tender evaluation, technical submissions, and engineering coordination across projects.
Xavier has contributed to a diverse portfolio of projects, including healthcare facilities, institutional developments, and large-scale mixed-use projects. His experience spans energy-efficient systems, hybrid cooling solutions, and complex chiller plant installations.
